Use of IPCONN with same name as a CONNECTION no longer returns SYSIDERR when IPCONN is not acquired

You are using both an IPCONN and a CONNECTION for communication between two CICS Transaction Server for z/OS (CICS TS) regions. The IPCONN and CONNECTION have the same name and you are upgrading from CICS TS V3.2 to V4.1. You want to know, why does CICS no longer return a SYSIDERR for a distributed program link (DPL) request when the IPCONN is not in acquired state and the CONNECTION is in acquired state?
