After upgrading z/OS®, your CICS® Transaction Server region can not connect to DB2®. DFHDB2042 messages are returned during CICS startup. If you try to manually connect to DB2, you see DFHDB2063 with responses of resp 70 and resp2 of 104. CICS is not authorized to connect to DB2.
